Hanoi House opened on St. Marks Place and made an argument that New York was slow to accept: that pho could be made with genuinely expensive technique and priced accordingly. The oxtail pho has a broth with real depth and a clarity that takes hours to produce. Beyond the noodles, the northern Vietnamese menu is the reason to return — bánh cuốn, the turmeric-and-dill fish known as cha ca, sharp herb-heavy salads. The basement room is dim and cramped in the East Village way. It has become an Eater 38 mainstay and remains one of the best Vietnamese kitchens in Manhattan.
